REQUEST FOR PROPOSALS for
CONSTRUCTION MANAGEMENT SERVICES
SAN GABRIEL RIVER CENTER AND GARDENS PROJECT
The Watershed Conservation Authority (WCA) has selected:
Skanska USA Building Inc.
to conduct Construction Management activities
for the San Gabriel River Center and Gardens Project.
Should a proposer claim the WCA failed to follow the procedures specified in either subdivision
(b) or (c) of PCC § 10344, protestant must submit the initial protest letter and a detailed, written
statement of protest, including the RFP title/number, and WCA contact information, to the following:

The Watershed Conservation Authority (“WCA”) is requesting proposals from California Licensed General Contractors (“Contractor”) for the San Gabriel River Center and Gardens (“Project”). This Request for Proposal (RFP) invites qualified Contractors to submit a proposal for the Project. The Contractor will submit a Proposal that describes its approach and cost for satisfactorily completing the Project. The Project is to be completed in two phases (“Phase”): 1) landscaping and 2) physical building. This RFP shall be considered for Phase 1 only.
The WCA desires to receive RFPs from qualified Contractors who have successfully delivered public works infrastructure projects of comparable size, complexity, and scope. The WCA may, at its sole discretion, interview any or all Contractors who submit an RFP for the purposes of gaining further information regarding their qualifications.
CONTRACTORS ARE REQUIRED BY LAW TO BE LICENSED AND REGULATED BY THE CALIFORNIA STATE LICENSE BOARD. ANY QUESTIONS CONCERNING A CONTRACTOR MAY BE REFERRED TO THE REGISTRAR CONTRACTORS’ STATE LICENSE BOARD, P.O. BOX 2600, SACRAMENTO, CA 95826.
Submittals must be received by Friday, December 1, 2023, by 5:00pm.
Questions must be received no later November 1, 2023.
