Revised RFP for Survey and Legal Description- Walnut Creek Habitat Open Space

WCA has revised and is extending the deadline for a Request for Proposals (RFP) for survey services and creation of legal descriptions of portions of two contiguous properties for the purpose of a Lot Line Adjustment. This RFP was originally issued May 23, 2022, but is revised and reissued July 29, 2022. The prevailing wage requirement has been removed from this RFP because it was determined that the project is not considered a public works project. The objective of this RFP is to select Consultant(s) best qualified to perform the work described in this RFP.

WCA and Buddhist Compassion Relief Tzu Chi Foundation each respectively own property on adjacent lots in San Dimas. WCA and Tzu Chi Foundation are seeking to complete a Lot Line Adjustment (LLA) by the end of 2022 or as soon as possible thereafter in order to conform lot lines to current and anticipated uses.

An aerial topographic survey was conducted in 2008 and that CAD file will be made available to the selected consultant. Boundary monuments shall be placed to memorialize the location of the new boundary lines.

The requested services are to occur as soon as possible.

ANSWERS TO QUESTIONS RECEIVED REGARDING THIS REQUEST FOR PROPOSALS

1. Can you provide the title reports for all the subject properties as well as the survey data? The information in these files will affect the cost and level of effort required.

WCA will make these file available to those who express intent to submit a proposal.

 

2. The Consultant who receives this contract will need to file a Record of Survey with the County per the PLS Act 8762(b)(5). Are you aware of this? 

WCA is aware that a Record of Survey would need to be filed. Proposers should include an estimate of the associated fees in the budget for the proposal. WCA understands that the time needed to file a Record of Survey may extend beyond the desired completion date stated on the RFP.

 

3. The inset of Exhibit A in the RFP shows that the access easement to the Tzu Chi Foundation overlaps the land owned by the City of San Dimas. Will you be requesting an access easement from the City of San Dimas for Tzu Chi as well?

The overlap shown in the inset is an error. The access easement to Tzu Chi will only be on the WCA parcel. No easement will be requested from the City of San Dimas.
