REQUEST FOR PROPOSAL
for
Program Evaluation Services for the REACH Zone at the Lower Los Angeles River and Rio Hondo River Confluence
The Watershed Conservation Authority (WCA) is requesting proposals from qualified consultants, firms, and organizations to provide services for evaluating the development and implementation of the Los Angeles River Ranger Pilot Program in South East Los Angeles County. The objective of this Request for Proposal (RFP) is to select a service provider that is most beneficial to the WCA in providing the requested services.
Services shall include evaluation of the River Ranger Pilot Program Phase 1: Program Development and Planning and Phase 2: Implementation. WCA plans to begin implementation of the pilot program in April 2022, and run through February 2024. Professional services are needed to evaluate the overall River Ranger Pilot Program development process and program implementation, from 2021 through 2024.
