This addendum is issued to inform all prospective bidders of modifications to the original Request for Proposal (RFP). Modifications included in Addendum 4 are listed below.
Revised Exhibit D:
- 32C Landscape Establishment Period: Contractor to include a 90-day Establishment Period for the maintenance and care of work including fencing for the duration of establishment. For additional information refer to Project Manual Section 32 90 00, Section 1.8 (Warranty).
Revised Exhibit E: Exhibit E has been revised to include Exhibit E.1 as noted below
- Exhibit E.1 – Additive Alternates: Contractors should include a cost for 20 potholes for discovery and risk mitigation for unforeseen conditions. This does not include the scope referenced in Project Manual Section 31 20 00 – 8 (Earthwork), Section 3.8 F.

Issued: August 8, 2024
The Watershed Conservation Authority (“WCA”) is requesting proposals from California Licensed General Contractors (“Contractor”) for the San Gabriel River Center and Gardens (“Project”). This Request for Proposal (RFP) invites qualified Contractors to submit a proposal for the Project. The Contractor will submit a Proposal that describes its approach and cost for satisfactorily completing the Project. The Project is to be completed in two phases (“Phase”): 1) landscaping and 2) physical building. This RFP shall be considered for Phase 1 only.
The WCA desires to receive RFPs from qualified Contractors who have successfully delivered public works infrastructure projects of comparable size, complexity, and scope. The WCA may, at its sole discretion, interview any or all Contractors who submit an RFP for the purposes of gaining further information regarding their qualifications.
CONTRACTORS ARE REQUIRED BY LAW TO BE LICENSED AND REGULATED BY THE CALIFORNIA STATE LICENSE BOARD. ANY QUESTIONS CONCERNING A CONTRACTOR MAY BE REFERRED TO THE REGISTRAR CONTRACTORS’ STATE LICENSE BOARD, P.O. BOX 2600, SACRAMENTO, CA 95826.
