Duck Farm Concept Plan

The Watershed Conservation Authority (WCA) is proposing to develop a park along the San Gabriel River on the northern portion of the former Woodland Duck Farm site in La Puente. The WCA purchased the old Duck Farm site in 2004 to transform the site into a park, as well as provide other benefits such as restoring natural habitat and improving water quality. A Concept Plan, which defines the park's design, placement of proposed features and estimated costs, has been prepared for theDuck Farm site.

The proposed project includes development of a new 37.5-acre park along the San Gabriel River on a portion of the former Woodland Duck Farm site. The proposed park would provide facilities for passive recreation, improve the natural habitat, improve water quality and storm water management, and connect the community to more open space. The primary project features include:

  • a 14-acre riparian corridor
  • a 4-acre native plant nursery
  • a 2-acre wildflower meadow
  • a 1-acre pocket park
  • a meandering interior trail (0.4 miles) that connects the main entrance to the wildflower meadow and river overlook. It would be Americans with Disabilities Act (ADA) accessible
  • renovation of the existing farm house to create a visitor center
  • amphitheater/outdoor classroom
  • 1.5-acre demonstration wetland and freshwater marsh
  • river edge promenade
  • neighborhood park
  • community garden
  • upland vegetation
  • maintenance road improvements
  • Valley Boulevard sidewalk improvements and pedestrian access
  • I-605 underpass improvements
  • expanded equestrian facility
  • a 150-space parking lot at Proctor Street entrance, and
  • a 100-space parking lot at Rall Avenue entrance.
The Duck Farm Phase 1 (Phase 1) project is a design for development of the portion of the Duck Farm property within unincorporated Los Angeles County. The Phase 1 park design includes a new access at the adjacent Bassett residential area, trails leading to the San Gabriel River, improvement to the river levee, a community park, a dog park, equestrian center and a native plant nursery to offer employment opportunities to local youth.

The WCA adopted a Final Initial Study and Mitigated Negative Declaration (MND) for Phase 1. This marks the completion of the concept planning phase and lays the foundation for development of construction documents for the project.

Phase 1 does not include the southern portion of the property in the City of Industry. Planning for this area will be continued under a separate effort, the Phase 2 Plan, in the near future.
